About the Firm

The Law Office of James A. Lombardi, P.C. concentrating in the immigration and international commercial field, grew out of the practice of James A. Lombardi, Esq., a distinguished immigration practitioner in New York City. Over the past 20 years, Mr. Lombardi’s practice expanded steadily as word of his outstanding achievements in individual cases spread in the international communities, attracting clients from a broad range of nations. This law firm’s original clientele consisted of individuals, rather than corporations, who needed to apply for a Green Card, had been placed in deportation or exclusion proceedings, lost their American citizenship, or were otherwise in jeopardy.

As the United States, itself a nation of immigrants, continued to attract prospective business immigrants and investors from nations throughout the world, our practice expanded to include representation of commercial issues. The firm participated in efforts to help international businessmen or investors establish their businesses, secure their transactions, and apply for Green Cards or citizenships.

Mr. Lombardi received his B.S. from Saint John's University in 1982 and his J.D. from Fordham University School of Law in 1990. After founding his own law firm in 1993, with a practice concentration in immigration and business, Mr. Lombardi has worked on cases in a variety of areas, including EB5 investment petitions, employment and family based visa petitions, hardship waivers, removal litigations, and citizenship and naturalization matters.

Mr. Lombardi’s Bar admission includes: New York State; New Jersey Supreme Court; U.S. District Court- New Jersey; U.S. District Court - Southern District of New York; U.S. District Court - Eastern District of New York; U.S. District Court - Western District of New York; U.S. Court of Appeals – Second Circuit; U.S. Court of Appeals – Third Circuit.


Susan E. Esterhay, Esq.

Susan Elizabeth Esterhay received her B.S. from Florida State University magna cum laude, and her J.D. from Ohio State University. Ms. Esterhay is admitted to practice before the Supreme Court of the United States, the New York District Court - Southern District of New York, and New York State Appellate Division - First Department. Ms. Esterhay has extensive experience in handling many types of immigration cases, including aliens of extraordinary ability, Labor Certifications (PERM), E, L, H1B, O, P, U and T visas as well as VAWA self-petitions. During the past 16 years, Ms. Esterhay has assisted numerous businessmen and women desirous of immigrating to the United States, as well as foreign corporations, from fashion design houses to financial institutions, in transferring employees to work in the United States. Ms. Esterhay also has experience in corporate trademark prosecution and matrimonial matters, including divorce, annulment, child support, visitation and custody.

Prior to becoming an attorney in 1996, Ms. Esterhay managed an 80 million dollar division of a major Fortune 500 company.


Andy Zou

Director of Administration

Mr. Andy Zou received his B.S. from Southeast University, China in 1988, and Master of International Business from University of Auckland, New Zealand in 1999. Mr. Zou has over ten years of experience in immigration law firms in the United States and working experience in the immigration section of the Guangzhou U.S. Consulate General as an interpreter. Over the years, Mr. Zou has also put effort into developing his business network in the United States, in multiple sectors including high class restaurant chains, discount store chains, hotels, construction, and construction materials stores. Mr. Zou is well prepared to provide an exclusive service to clients who are interested in investing in the United States and applying for Green Cards.
